Ted Lieu, member of U.S. Congress, wrote a tweet responding to Donald Trump. He claimed the following:

Actually border crossings are forty-six year low according to the CBP Border Security Report FY2017:
In FY17, CBP recorded the lowest level of illegal cross-border migration on record … Nationwide, U.S. Border Patrol apprehensions averaged over 1 million per year between 1980 and 2016…, as measured by apprehensions along the border and inadmissible encounters at U.S. ports of entry.
In a statement from the DHS released in tandem the same day as the report last year then Deputy Director of U.S. Immigration and Customs Enforcement Ronald Vitiello said “We have seen historic low numbers this year – an almost 30 percent decline in apprehensions in FY17”.
In addition to the 310,531 apprehensions by U.S. Border Patrol agents there were 216,370 inadmissible cases by CBP officers in FY17, representing a 23.7 percent decline over the previous year. Illegal migration along the Southwest border declined sharply from January 21 to April, which was the lowest month of border enforcement activity on record (emphasis by WT).
For a more complete picture of the last 16 years these three tables show total illegal alien apprehensions, illegal alien apprehensions from Mexico, and illegal alien apprehensions from countries other than Mexico all by fiscal year (Oct. 1st through Sept. 30th).
There has been a slight increase since 2017 but saying it is an “approximate 20 year low” is correct a year later.
