I haven’t got time to contribute, sorry. But I have followed this saga closely and read most of the key documents. So two points regarding article 13:

    1. There are carve-outs for non-profits and expressly online encyclopedias, so wikipedia should not be mentioned. From Julia Reda’s unofficial diff of 13 February 2019:

“Providers of services such as not-for profit online encyclopedias, not-for profit educational and scientific repositories, open source software developing and sharing platforms, electronic communication service providers as defined in Directive 2018/1972 establishing the European Communications Code, online marketplaces and business-to business cloud services and cloud services which allow users to upload content for their own use shall not be considered online content sharing service providers within the meaning of this Directive.”

    2. As i understand it, Union law does not extend beyond the EEA. Refer to recent right-to-be-forgotten case law, which admittedly has yet to be finalized by the full bench. So Facebook and other US tech giants should not be described as being covered.

Clearly some work needed to bring this article up to accepted standards of accuracy.

The article contains no information on the laws in question, just what some people think about it. I think it would help if there was a section with links to the law and excerpts so readers can make up their own mind how much merit the “end of the Internet” claims really have.

I just did a major overhaul of the article, including solving the problems you pointed out!
