Foxconn, like Amazon, goes looking for government deals anywhere including in Wisconsin, USA, Where that state cut a deal with Foxconn to bring in a factory which over a decade or so would bring some 13,000 jobs to the Kenosha, Wis. area. The state would bring in 3 billion U$ in tax incentives and possibly more for the deal to complete over time.

Many in the state of Wisconsin thought the deal was Corporate Welfare, especially when many previous administrations have trouble completing mandated balanced budgets.
The new Governor, Tony Evers, wants more proof of progress on this previous huge contract deal for the State of Wisconsin and faces a hostile legislature to get much of anything done. In short, there could be a re-write of the whole deal with Foxconn. Some background:

Due to the ongoing trade/tariff conflict issues from Europe/China/USA and others, It’s possible Foxconn could be trying to depend less on the Chinese mainland and spread is infrastructure further around the globe. Foxconn liked mainland China with its hordes of cheap labor, now cheaper labor exists at other locations, like South Asia plus many of their business to business customers reside in North America and elsewhere, depending on the trade situation with the next national USA administration, Trump or some other party could decide if Foxconn makes things happen or not. Originally Trump, former Governor of Wisconsin Walker and Foxconn leaders had a big showboat inking of the deal during a photo-op to launch the deal several years ago.
