The graphics showing the historic strongest typhoons in the Philippines talk about Sustained winds, kph. Ranging from 320 (Durian 2006) to 260kph (Irma 1981). This is surely not sustained wind speeds but rather gusts. So not at all comparable to the 205 kph of the current Mangkhut, which is in fact sustained wind speeds, albeit estimated due to the fact there is no means of accurately measuring the wind speed until the storm passes over a weather station.
