    I’m not familiar with the Kerala region. A description of whether it is coastal, inland, what part of India it is in would improve the story. Or add an annotated map. Geographically, what is interesting is whether it is lowlands, affected by river levees, river delta, ocean storm surge, etc. Also, is there any waterway maintenance issue, like dams, or dredging that might be involved. If not, then the cause is storm surge, or runoff. Which? In either case, describe the storm in relative terms. How long was it raining, how many inches fell, and how does this compare to recent, or long term averages? This provides a basis of fact upon which to build the human tragedy story whithout the reader being distracted by any doubts as to why it happened.
