The sanctions are required under the 1991 Chemical and Biological Weapons Control and Warfare Elimination Act, according to a State Department briefing

The sanctions, which come into effect on August 22, restrict Russian access to U.S. financial services and technologies, particularly those which could have military applications.

On March 4 this year, former Russian double agent Sergei Skripal and his daughter Yulia were exposed to a nerve agent, in an incident the UK government blamed on the Kremlin, sparking a global diplomatic crisis.
